Color Swap Clarification

It seems there is a little confusion as to whether or not the $25 is a maximum or minimum. I am counting it as a minimum, including shipping costs. If you wish to and can afford to send more, please do, but nobody should expect to have to spend more than that or to receive a package worth more than that. If you receive more, then that is a bonus.
